Texas ACE programs are funded by the 21st Century Community Learning Centers Program administered by the U.S. Department of Education and managed by the Texas Education Agency. As such, it is important for Project Directors, Site Coordinators, and Grantee staff to understand allowable and unallowable costs, reasonable and necessary costs, Federal Cost Principles, program income, donations and fundraising, community service activities, time and effort recording, budget amendments, and continuation application process.
Texas ACE Grant Application and Funding Cycle
The Texas Education Agency (TEA) is currently funding two fully operational five-year competitive grant cycles, Cycle 7 and Cycle 8. Cycle 7 continuation grants will end in the summer of 2016, contingent on the appropriation of federal funding this year. If additional federal funding is appropriated for a new competitive grant cycle for the 21stCCLC program, TEA will provide outreach and announcements in a variety of formats. Grants for a variety of out of school programming, including outreach for 21st CCLC, are frequently shared by the Texas Partnership on Out of School Time (TXPOST).
The Expanded Learning Opportunities Council (ELO Council) was established by the 83rd Texas Legislature’s Senate Bill 503 and codified in Texas Education Code Chapter §33.251-260. The ELO Council authorizes the study of issues that relate to expanding learning opportunities and reviewing programs outside of the regular school day. When planning your program, you may find it helpful to refer to the 2016-2017 Statewide Strategic Plan.

There are a variety of resources needed to be able to manage the fiscal requirements of the Texas ACE grant. These human and system resources include:

District, campus, and/or organizational staff with fiscal responsibilities.
- Other department resources (transportation, technology, janitorial, etc.).
- Texas ACE project staff (Project Directors, Site Coordinators, FES, etc.).
- Financial system (including forms and processes).
- External auditor.

A responsibility of the Project Director is to create a program budget and update it on a regular basis (monthly recommended). This ensures the expenditure of all project funds for each year during the life of the grant. Each Grantee must meet funding requirements based on their grant cycle, document other funding sources, maintain their documentation, procure equipment and supplies, maintain an accurate inventory, document time and effort, and maintain payroll documents.
